Surge Surfer is a signature ability that transforms Alolan Raichu into a formidable speed threat when Electric Terrain is active on the battlefield. The ability functions straightforwardly by doubling the Pokemon's Speed stat whenever Electric Terrain is present, effectively turning Alolan Raichu's modest base 110 Speed into a blistering 220 Speed equivalent that can outpace even the fastest threats in the metagame.

The ability's effectiveness is entirely dependent on Electric Terrain being active, which can be established through moves like Electric Terrain itself, or by abilities like Electric Surge from Pokemon such as Tapu Koko. This terrain dependency creates interesting team synergy opportunities, as Alolan Raichu pairs naturally with Electric Terrain setters to maximize its sweeping potential.
