Once a Pokémon with Water Veil enters battle, it cannot be burned by any means, whether through direct attacks like Scald or Will-O-Wisp, abilities that cause burns, or items like Flame Orb. This protection extends beyond just preventing new burns—if a Pokémon is already burned and somehow gains Water Veil mid-battle, the existing burn is immediately cured.
