Best Rain Abusers Worth a Team Slot
The best rain abuser fixes a matchup through Speed, immediate damage or defensive compression. Barraskewda is the physical benchmark, but Kingdra, Ludicolo, Raging Bolt and ability-based beneficiaries can earn the slot when another frail Water attacker brings nothing to the matchup.
What Makes a Rain Abuser Worth the Slot?
I got this wrong first. I treated every Pokémon with Swift Swim or a rain-compatible move as an abuser, then built teams with several attackers competing for the same five turns. The abuser benefits from rain; Pelipper or Politoed normally creates it with Drizzle.
Rain multiplies Water-type damage by 1.5, halves Fire-type damage and doubles Speed through Swift Swim. Thunder and Hurricane bypass normal accuracy checks, while Weather Ball becomes a 100-base-power Water move. Rain lasts five turns, or eight when its setter holds Damp Rock, with the setting turn included.
Pelipper supplies U-turn, reliable recovery and a Ground immunity. Politoed lacks those traits but has better overall physical bulk when invested, while Encore and Haze punish setup. The choice is therefore role-based rather than a direct upgrade.

Swift Swim Attackers, Speed Tiers and Sets
At level 100 with 252 Speed EVs and 31 IVs, neutral-nature Barraskewda reaches 371 Speed and 742 in rain; a positive nature reaches 408 and 816. Floatzel reaches 329 or 361 before rain and 658 or 722 during it. Basculegion reaches 255 or 280, then 510 or 560.
Kingdra reaches 269 with Modest and 295 with Timid, doubled to 538 or 590. The lower natural tier matters whenever rain ends, Utility Umbrella suppresses Swift Swim or Trick Room reverses turn order.
Barraskewda set: Choice Band, Swift Swim, Tera Water, 4 HP / 252 Atk / 0 Def / 0 SpA / 0 SpD / 252 Spe, Adamant; Liquidation, Flip Turn, Close Combat and Aqua Jet. Adamant Choice Band Liquidation deals 100–117.9% to 252 HP / 252 Def Great Tusk in rain.
Floatzel set: Life Orb, Swift Swim, Tera Water, 0 HP / 252 Atk / 0 Def / 0 SpA / 4 SpD / 252 Spe, Adamant; Wave Crash, Liquidation, Ice Spinner and Aqua Jet. Life Orb Wave Crash deals 109.4–129.0% to the same Great Tusk. The calc says Floatzel hits harder, but recoil makes Barraskewda the better repeat pivot.
Kingdra set: Life Orb, Swift Swim, Tera Water, 0 HP / 0 Atk / 4 Def / 252 SpA / 0 SpD / 252 Spe, Modest; Hydro Pump, Draco Meteor, Hurricane and Flip Turn. I think Modest is the safer default on singles rain, although Timid can matter after weather expires; that is a team-specific threshold, not a universal rule.
Ludicolo quarter-resists Water, but its Water/Grass typing makes Grass and Electric neutral rather than resisted. Giga Drain still gives rain a direct attack into bulky Water-types. Seismitoad instead provides an Electric immunity, Earth Power and weight-based Grass Knot damage against heavy Water targets.
Overqwil is a non-Water Swift Swim option, though not the only one because Beartic also qualifies. Dark/Poison changes the Grass and Fairy matchups, and its Dark resistance stops Kingambit's Sucker Punch from dealing neutral damage. It does not make Overqwil immune to being revenge killed.
Rain Abusers Without Swift Swim
Archaludon compresses setup and damage because Electro Shot raises Special Attack before attacking in one rain turn. Palafin retains Aqua Jet and Hero-form pressure after weather ends. Zapdos and Tornadus-Therian use accurate Hurricane, with Tornadus-Therian adding Regenerator so repeated entries cost less.
Walking Wake keeps base 109 Speed and base 125 Special Attack outside rain. Raging Bolt adds accurate Thunder and priority Thunderclap, which buys turns in rain mirrors and after the weather clock reaches zero. Kilowattrel covers Pelipper through Volt Absorb while gaining accurate Thunder and Hurricane.
Abilities create another category. Dry Skin restores 12.5% maximum HP each rain turn and grants Water immunity, letting Toxicroak and Heliolisk exploit either player's rain. Hydration cures status at the end of the turn, so Manaphy can combine Tail Glow with Rest for full healing without remaining asleep. Rain Dish restores Tentacruel by 6.25% each turn.
Terastallisation and Counterplay
Same-type Tera raises STAB from 1.5 to 2.0, a 33.3% increase over ordinary STAB. Tera Water plus rain therefore applies a 3.0 multiplier to base move damage instead of 2.25. Terastallisation replaces the defensive typing while original-type moves retain 1.5 STAB.
Tera Grass plus Tera Blast can hit Water/Ground targets four-times effectively, but it does not automatically solve every Water Absorb or Storm Drain user. The target must also be weak to Grass, and Tera Blast consumes a moveslot before Terastallisation is committed.
Weather War, Trick Room and Legality
When weather abilities activate simultaneously, they resolve from the faster Pokémon to the slower Pokémon, so the slower setter's weather applies last and remains. Trick Room reverses that ability order. Knock Off removes Damp Rock, meaning future rain from that setter lasts five turns rather than eight; it does not shorten rain already active.
Swift Swim works against its user under Trick Room. Doubling Speed usually makes the abuser act later, which is why Trick Room is a whole build rather than a tech slot. Priority such as Aqua Jet or Thunderclap remains the practical route around that order.
SV OU, SV Doubles OU and VGC do not share a legality list. Barraskewda, Floatzel, Kingdra, Zapdos, Walking Wake and Raging Bolt are available in SV OU, while Palafin and Archaludon are banned from that tier.
Smogon's 23 March 2026 SV Doubles OU retrospective lists Urshifu-Rapid-Strike, Basculegion-Male and Archaludon as removed from SV Doubles OU and placed in Doubles Ubers. They are not banned from Doubles Ubers itself. VGC eligibility still depends on the active regulation.
Common Rain-Abuser Building Mistakes
- Stacking Electric and Grass weaknesses. Several Water or Water/Flying Pokémon let one Electric or Grass attacker hold half the team in place. Add an immunity, a neutral pivot or a beneficiary such as Seismitoad rather than another Water attacker.
- Ignoring Water immunities. Water Absorb and Storm Drain erase careless Water clicks. Carry Grass pressure, appropriate Tera coverage or a pivot that forces the immune target to reveal itself.
- Treating eight turns as guaranteed. Opposing weather, Knock Off and losing the setter early reduce the usable window.
- Reading Speed without the field state. Utility Umbrella disables Swift Swim for its holder, priority bypasses ordinary Speed and Trick Room turns doubled Speed into a liability.
- Selecting an ability instead of a role. Swift Swim does not prove that a Pokémon deserves the slot. Compare the matchup changed, the defensive value and the useful turns outside rain.
- Barraskewda is the repeatable physical benchmark; Floatzel trades recoil for a higher immediate damage range.
- Ludicolo, Seismitoad and Overqwil alter defensive matchups instead of stacking another identical Water attacker.
- Raging Bolt, Tornadus-Therian, Kilowattrel and ability-based beneficiaries keep rain from depending entirely on Swift Swim.
- Record the matchup, weather turns and calc flipped by the slot over 50 Showdown games before replacing it.
